Effective Level Downscaling not removed in High Level Zones

When you get downscaled for being in Galian Plains for example and then move to a zone that is higher than you the downscaling is not removed and you're stuck at effective level 6. The only way to remove it is to go to a different zone that is lower than you so it sets your effective level to that area. Another work around is TP'ing to Zenith City so it has no level restriction so it sets you to your right level, and then return to the (higher level than you) zone that you want to progress in.
